Pennsylvania Educational Improvement Tax Credit Program

MELC is an approved Pre-K Scholarship  and Educational Improvement Organization for EITC Funds!

If you are a businesses authorized to do business in Pennsylvania and subject to one or more of the following taxes, you can receive a tax credit and apply it as a donation to our Harwood Scholarship fund:

  • Personal Income Tax
  • Capital Stock/Foreign Franchise Tax
  • Corporate Net Income Tax
  • Bank Shares Tax
  • Title Insurance & Trust Company Shares Tax
  • Insurance Premium Tax (excluding surplus lines, unauthorized, domestic/foreign marine)
  • Mutual Thrift Tax
  • Malt Beverage Tax
  • Retaliatory Fees under section 212 of the Insurance Company Law of 1921

Applications must be submitted electronically using DCED’s SINGLE APPLICATION FOR ASSISTANCE. All guidelines are available HERE. After the DCED reviews the application and confirms there are funds available in the program, tax credits will be awarded. Once approval is received by letter from DCED, businesses have 60 days to make their contribution(s). A corporate tax credit is available through the PA EITC Program to incorporated businesses (C-Corp, S-Corp, Multi or Single Member LLC) that do business in the State of Pennsylvania. Tax credits may be applied against the tax liability of a business for the tax year in which the contribution was made.

A business may receive a tax credit equal to 100% of the first $10,000 contributed and up to 90% of the remaining amount, up to a maximum credit of $200,000 annually.
